There isn't going to be a shortage of clients
The annoying thing is that what the new law will do is make it harder for ladies to know who they are agreeing to meet.
Law would (I think) take months to pass into effect but im not 100% sure.
There will be loads of hysteria here about it but at the end of the day ladies / clients will adapt

The problem in our parliament is that you just never know how long it takes for to go through it could take 12 months usually or it could take three years or it could take five years or there is always the very distinct possibility that it may just totally collapse and fall by the wayside,
there is will be a serious drop off in phone calls initially......after that i dont know

It will receive all party support and no one will speak against it(an odd independant might ask a question or two)and will likely be passed in some form at some stage but it will take time.Don't get too excited for the next 6 to 12 months anyway
Fines and naming and"shaming" in the press could be likely outcomes but more devious things-which I won't suggest could also be tried..Honey trap scenarios (ie policewomen)targeting websites and trawling thro'mobile phone data(eg looking for keywords like "escort")could also be tried.

I think it will be this time next year or sometime in 2016 before this comes into effect if at all.
All parties are getting ready for an election either next year or early 2016. That includes the government parties.
They will splash the cash at next years budget and then call an election that is if they survive until then.
The current mood towards them is to say the least negative. Even some of the grass roots members are angry with them.
When an election is called all forthcoming legislation is suspended. Then the new government when put together decides on its programme for government and the new government may not see this stupid law as important.
Given all this it may take years to come into effect or hopefully be left to gather dust on some shelf.
It's all very well having all these new laws but without enforcement they mean absolutely nothing
