    Probably the same way they have been doing it in Sweden, where they know of a known Sex Worker and approach the client as he leaves in a public place and start questioning him. Out of sheer embarrassment and worry that he may get named by the media or worse convicted, he will pay a fine, which also means his name is recorded, so a second offense may mean more.

    It might just be a way of bringing in more money, like they did initially with the speed cameras, but if they make a lot of money, then they will put the resources there, so best to take care.
