There's a Japanese horror called 'Audition' that scared the bejasus out of me. It starts off like a romantic drama and makes an extreme shift in direction about 3/4 of an hour in. I also liked 'High Tension' (French film 'Haute Tension'). It kind of turns the slasher type movie on it's head.

Carrie scared the bejaysus out of me when I saw it as a kid and again not so long ago (imagine all women had that power!!! FFS!) but I love the Saw movies, scariest ever though I think is The Shining, it's haunting!
Wickerman is haunting too but does it count as a horror? or thriller?
