War on drugs has not been successful. I'd say numbers of people who take or have taken drugs would be similar enough to the UK. http://www.drugscope.org.uk/resource...ople-use-drugs
Most people under 30 don't really see weed as a drug and have a laid back attitude towards it being illegal. It is widespread around the country and nearly everyone would know how to get some without going to much bother if they wanted to.
Cocaine, MDMA and Ecstasy are fairly common and a lot of people would have tried them on nights out.

Not all some are addicts and were born into it, they are feeding they're addiction, always remember two sides to all stories. Remember Tony Faloni ( king scum ) he made his children heroin addicts so he could test the heroin on the them, a real bastard of a man but his kids had no choice one died of aids I think.

*decriminalise home grown Cannabis (10 plants) this will lower the street price which is more than Gold.
*educate the general public with facts about all drugs.
