Don't get me wrong, I share his opinion on this from time to time. I'd rather we prevented the propagation than have to resort to a cull though. Sort of like the Chinese model, in a sense.

Edit: I'd also suggest a psychiatric evaluation before being allowed to have kids.

To be fair , if this were the case, nearly no one would be allowed to have kids, we are all a bit nuts , one way or the other.
