Saw that as well recently in belfast.
They have had floor plans on Google Maps for a couple of years. The building has to upload them. I have also seen street view inside building for a long time too.

wasn´t a floor plan though, it was an actual photo of the inside of an office that I saw.
As I said earlier, that too has been around for a long time. It was limited to the US initially but has since spread, I'd guess about 3-4 years.
