between 6am and 12am you can part there for a maximum of 3 hours. you cant park there at night. night being 12 midnight till 6 in the morning, well thats how id see it anyway
The sign is saying you can't park between 12 am (that's 12 at night) and 6 am. I think you're getting mixed up between 12 noon and 12 at night. 12 noon is 12 pm and 12 at night is 12 am. People often mix these up and put 12 am for noon when it should be 12 pm.

My read on this is that there is No parking allowed at all between 12.00 midnight and 6.00 am (in the morning)
This is what they mean by Overnight Parking The times were added to clarify what was meant.
The three hours maximum parking length refers to the length of time (max) that one can park between 6.00 in the morning and 12.00 midnight.

Probably street-cleaning, deliveries, or other uses that require that there are no cars parked. Usually there is quite a good reason for the decisions but sometimes they defy logic.
Certainly one has to be careful where they park as it isn't just the clampers but also "the local skangers", as you described them, who can cause you nightmares.
