It would be classed as secondary evidence, as intent I would imagine? Also if there are any reviews that might also be used to show serial offenses and not just a one off.

This is just a hypothesis....Person gets stopped by the guards entering a building of a known escort. They arrest him and fine him. If the person starts being arguemtative, they will tag on as many charges as possible and tell him he is going to court, unless he agrees to pay the fine and go on his way quietly.

Yeah, but some you actually have to commit the crime for any action to take place

For example, can you be arrested for intent of non paying for car tax or NCT etc
No , only when you commit the crime can such as driving without these can you be chaged
