    Don't think it is incorrect. The legal profession makes an industry over finding loopholes....

    "Loopholes" which you refer to are actually the law in the first place. Hence why they can be used! Sometimes one needs to look at a situation with a different angle. Many people only understand mainstream law, and think a loophole is a form of breaking that particular law. Which is incorrect!

    It is finding a hole in the law which goes against the nature and spirit of the said law. Hence the term 'closing loopholes'

    Closing loopholes or reforming an existing act is a constant process which is continuously looked at in law! It doesn't mean " there's always away around the law" far from it. And while some laws may be exploited, it's always within the law!

    They get closed because the 'legal judgement' is against the nature and spirit of the said law, that is why is constantly evolves
