Instead of a custom built app perhaps the admins could automate some of the back end to regularly create a collection of all the then currently active ads in Amazon Kindle or other eBook format and which would be accessible at a predetermined url on the site, you download the file onto your phone and open with your installed eReader app. Each county could have it's own chapter, etc. On the phone you could password protect\encrypt the file so no one would know what it is - easier to hide a file than it is an app.

It is possible to sideload apps onto Android phones, bypassing the Google Play store, but the above method avoids that hassle altoghether.
