In Germany although prostitution is legal offering any service un covered including oral is illegal

Sorry that was too general.
It is not illegal in the whole of Germany. It is illegal in Bavaria. When I worked in Munich we were told that anybody found to be providing owo would be asked to leave. There were signs and all sorts.

According to Section 6 of the Bavarian Hygiene Regulation 2006 "it is illegal for female or male prostitutes to not use condoms during sexual intercourse. Oral sex is classified as sexual intercourse".
