Having studied MonsterMonsters world map extensively, I have my reservations regarding its accuracy.......actually I feels its a load of BOLLIX...
It may come as a shock to some of you, but I actually am a fan of the larger breast, and have travelled the world to find the most magnificent mammaries I could find. I found central Africa to be quite good, especially Zambia. Also Japan feature quite well too. Here are my memoires and observations:

It may be difficult to say definitively because there is likely no 'breast census' conducted on a global level, but such a conclusion could be inferred by collecting information on the nationalities of breast fetish models, the average number of breast reduction surgeries performed annually by nation, or by sales statistics from brassiere and lingerie companies.
Africa
A 2009 article in the The Sunday Telegraph makes the claim that Australia has the largest breasts per capita, with over 40% percent of Australian women wearing a bra with a cup size of DD or bigger. One Australian bra manufacturer, Eveden, stated that their top-selling size is a 10G and other domestic companies make sizes as large as K. Rising rates of obesity are largely considered to be the cause, as well as an increase in fatty tissue associated with aging, but breast sizes are said to be increasing in all Australian women, even the young and those with small frames.
Other potential candidates include the United States, Scotland, Poland and the United Kingdom (specifically the northern area of the country).
Japanese
There was actually a country-by-country study of European cup sizes by 'Bodyfashion Promotion'. It seems that Britain took the top slot with Danish women coming in second. Though the Dutch women came in third, the study shows that their breast sizes have increased over the past 20 years.
"Dutch women are getting bigger breasts and 32 percent of them now have a D-cup or bigger compared with 20 percent five years ago.
Some 42 percent of women aged 30-39 have D-cup breasts and feel in general okay about that. Women with a large bra size are now the largest group in the Netherlands.
But the shape and size of breasts start to change once women reach the age of 40 and women then opt for a smaller bra size.
Some 44 percent of surveyed girls aged 12-19 think that eating fatty foods helps increase the size of their breasts. All survey respondents said poor nutrition habits are the cause of increased breast size. Hormones in food and the general increasing size of the population are also leading to bigger breasts." 1 - World's biggest boob job are a size 38KKK
In early 2009, Sheyla Hershey of Brazil was awarded the Guinness World Record for having the largest set of breasts. After nine surgeries and more than a gallon of silicone, her breasts are a size 38KKK.
2 - There is an organization that fights for women's right to be topless
GoTopless.org is a US organization which claims that women have the same constitutional right to be bare chested in public places as men. They often promote (topless) gatherings to claim for their rights.
3 - The left breast is usually larger
No two breasts are exactly the same size, and it is usually your left breast that is bigger than the right side. However, often the difference is so slight you'd never notice they are of different sizes. Nipples also come in varying sizes, not only that, they also point in different directions.

4 - Breasts are the first thing men notice in a woman
No news here. Research conducted at the Victoria University of Wellington showed that breasts are often the first thing men look at, and for a longer time than other body parts. Nothing to be ashamed since another study said that staring at women's breasts for just minutes a day can improve a man's health and add four to five years to his life.
5 - Men can lactate too
It's exceptionally rare, but since men possess mammary glands just like women do, they have the capacity to produce milk. When male lactation happens, it's usually because of hormonal treatments for diseases like cancer.
6 - England is the country with biggest breasts in Europe
A survey made by bra maker Triumph found that British women have the biggest boobs in Europe. More than half of women in that country wear a size D cup. Denmark scored second while Holland was third. On the other hand, Italian women had the smallest breasts where 68 percent had a size B.

7 - The average breast weighs one pound
The average breast weighs about 0.5 kilograms (1.1 lb). Each breast contributes to about 4-5% of the body fat and thus 1% of the total body weight of an average woman.

It's more probable that women who undergo breast augmentation are more apt to have an underlying psychiatric problem that predisposes them to suicide.

10 - Breasts implants can also save you from death
Big breasts miraculously saved an Israeli woman from death at the hands of a Lebanese paramilitary organization. The incident occurred during a Hezbollah rocket attack. The victim got a boob job two years ago. During the war, she was wounded in the chest by shrapnel but survived because of her implants. While the patient is fine, the implant, unfortunately, did not survive.
11 - Breasts implants are the number one cosmetic surgery in the US
Two million women in the United States have breast implants. It's number one cosmetic procedure requested by women, topping rhinoplasty and liposuction. The average age at which a woman gets implants is thirty-four.
12 - In China, you can major in Bra Studies
In Hong Kong, you can get a degree in Bra Studies from the Hong Kong Polytechnic University where they teach you how to design and build a bra. Recently, the students exhibited their designs at the ACE Style Institute of Intimate Apparel at the ITC Resource Centre.
