When is independent not independent ?

I would like to pose a question, is there a fine line between independent and agency ?
Now before I get attacked, let me elaborate.

My understanding of an Independent escort is one that works solely for themselves.

Likewise my understanding of an Agency Escort is one that works under an umbrella of what is commonly know as a "pimp". A boss so to speak who takes a share of fees charged.

This is the black and white scenario, but is there a grey area ?

Is there an in-between ?
I know of Independent escorts who use each others Apartments or apartments in common.
So as a collective are they in a sense an agency of sorts ?

Likewise I'm sure there are groups of escorts who have come to Ireland as a group and share Apts, phones ect. Without any third party intervention.
So if a group of escorts work together are they an agency ?

Now I'm not trying to accuse anyone of anything, I'm just questioning myself really, these are just some thoughts that have been on my mind of late. I'm just looking for a bit of clarity I suppose.
