Imo from what I am seeing after 10 months monitoring the excellent escorts around for years and the newer ones who are showing themselves to be well on the path to long term professional right on down to the jokes on a daily basis then linked numbers equals non professional to anything even approaching that displayed by the elite whom we all can name and have those we consider true service providers.
I would not say linked numbers automatically means agency but it does show at the very least they keep bad company that good escorts avoid like the plague.

Two escorts passing each other in the corridor can be classed as a brothel as they are under the one roof, thats the joke about that law.
