Yep, new address has to propagate through to all the post offices so they all know where to send the mail to

Yes it has been up and down. The site has responded to pings, then not responded etc. If you aren't sure whether it will be up when your post has been posted, then you wont post.

I know what you mean, but it is not that the site is going up and down. What it is is that we moved to new IP addresses etc as we got new servers and some ISPs haven't realised the change yet, so may send you to our old IPs, which are gone now.
