question about reporting fakes

If the replacement pics that get put up an hour after the older fakes get taken down and the new ones look nothing like the ones used and hour or a day before but cant prove the new ones are fake can we still report the new ones to say this if the new ones are not verified ?

this happened all the time, I reported 7 or 8 last night, all activated and I dare say they all will do just like Sonia and none will be verified.

So can we report when the new ones are not verified and not looking like the older proven fakes ? If they were verified then that would show they are making an effort but this situation on non stop replacement with not verified is a joke.
