Of course it's fixed. That's what happens between the machines stopping at 7-45 and the draw at 8. They're finding out what numbers haven't been picked. They always manage to build up a big jackpot for the special occasions.

The lotto does always seem to roll over multiple times leading up to Bank Holiday weekends so maybe...
