I do yes. Phonetics when applied well are useful to learn a language.

Try and check Chinese, each word has 4 different tonations, Pinyin - Wikipedia, the free encyclopedia, see under tones. Or try Danish, where depending on the tonation, a word can be positive or negative. MS and Win 7 had loads of problems with spoken Danish for instance, which is why it was delayed for so long for Danish, due to the issues with tonation and phonetics in the Danish language.

Phonetic languages are certainly easier to learn, but there's no way that English spelling could be made phonetic. Pronunciation varies too much from place to place for that.

I have studied phonetics, and phonemes (each section of the sound of a word) are taught in schools to very young children at key stage one through the use of mnemonics (an technique wereby an action or picture is attached to the learning to aid memory). In this case, a child would associate an action to the sound, for example, the 'ssss' sound is associated with a snake, and the 'snake shape' is drawn in the air to help the child remember the sound.
