How is this possible? Surely the phone companies have to comply with data protection laws. The guards could get your name and address all right, but I don't think any Joe Soap could phone up O2 or Vodafone and access someone's personal details.

Even the peelers can't just ask the phone companies for your details with just a phone number. They have to have the permission of the courts to get that sort of information. Not sure how if it's changed nowadays, but they also used to have to provide the courts with details of an in process criminal investigation before they would grant the order.

Yes a hotel room would be legal. On the street would not be. Basically it should not be in public where it might be deemed to be solicitation
