Another walks around fast but walks zig zag and doesnt seem to have any destination. He walk about 8 ft or so and then cross the road,then another 8 ft or so he cross back over and so on. He has fetish for stopping suddenly at corners.

No its just called mental disorders. Of course there is NGAN. Some people are pre-disposed to getting them. The brain is a complicated organ and when you add into the mix hormones and DNA you come to the conclusion that a myriad of illness and disorders can become quiet apparent.
