What are you trying?
If you find the username of the person you wish to PM, click it and a sub menu will drop down.
Choose "Private Message" here. Alternatively if you proceed to their forum profile, there will be a link to PM.

Nowhere does it give me an option to PM only sometimes I can post a visitors message?

Sounds like your using a mobile device.
If so, scrowl to bottom of page and click on Default Mobile Style , then click on vB4 Default Style , you should be able to pm then
