I think it's location more so than specific towns that you should be concerned with. My first concern is to have a reasonable excuse as to why you are coming out of a particular address if stopped. One of the best plans of action I have come across is a lady who works permanently in my town from her own address. She places an ad on DoneDeal every week for a TV, Sofa, IPhone etc etc. She changes it about weekly... So if a punter is stopped he has the perfect excuse for being there and the ad to back it up. She also doesn't work after 9pm... Any calls she gets asking about the item for sale she just says it gone...

I am punting since 2015 have punted in kildare, west meath, Meath and all over Dublin. I would have punted in Navan twice a week for 2 years between 2015-2017. Athy in Kildare is ropey but celbridge, naas and newbridge were always fine.
Thing is the rules have changed and the only genuine independent I know of personally in kildare is Emma Sweet.
I would not punt anywhere but Dublin city centre now as premises in towns around kildare and meath can cause quite a stir.
My rationale is that Gardai have enough to be doing in Dublin with gang violence, drugs and the like and the footfall is so much more substantial in Dublin that I believe the chance of a raid is lower.
My last 3 appointments have been in Dublin and I felt quite comfortable.
