Incident right at the start, at least 3 cars out. Was it grosjeans fought?

I don’t think it was his fault initially was he certainly didn’t help matters by keeping his foot planted in creating so much smoke.

The stewards certainly think he was to blame and Romain Grosjean has a three-place grid penalty at the next race, the Monaco Grand Prix.
His fault was not the original incident but for an unsafe return to the track when he had spun off it.
