Most cases you need to be fully able to communicate if you are a wheelchair user so that you can convey any special requirements you may have such as wheelchair access, being able to access the bathroom and making sure the apartment / room you will be using is large enough to accommodate your chair.

Its just not as easy for some people as making a call and just showing up.

Apologies for the confusion, I did mean English language.

Like some people have outlined, when you use a wheelchair you may need some help just getting in the door etc so English is essential for that purpose. Also I just like to chat to the ladies too.
