Makes the law a farce if it relies on Escorts being witnesses. Like you say, they are not going to kill business for themselves and others.

that is where you are wrong, they are left alone by police if they testify, deal be cut, its wrong but that's how it is, how will they be blacklisted ? all they need to do is change their profile and all is good again.
There loads of clients out there who won't care anyway.
Escorts are here solely to make money, clients are just a number, very few are independants anyway

If they are genuine independents, they are not doing anything illegal, so have no reason to rat out genuine clients!
Mind you it's almost certainly the case that most girls work from the same apartment in pairs, which is brothel keeping legally, but then again unless directed for a particular 'spectacular', the pigz would be more interested in shutting a brothel than nabbing a client - larger fines for a start!
