I wouldn't really. Some girls from other countries have great English whereas others don't. Just because their English isn't great does not mean they are not well educated or that they are gypsies. It's easier for us Irish guys to spot a Traveler accent as we speak the same language (well almost) and we can detect the difference between them. Having said that - I have confused some midlands/western Irish accents with Traveler accents in the past - with some people it can be very hard to tell, especially as the travelers move around a lot.
