Firstly Prostitution is a grey area in Ireland.

The sexual offences 1993 Act that you refer to was brought in to tackle street prostitution.
If you read the act it is approaching people offering sex for money (Prostitution) which is illegal not the actual act of sex for money.

There are other sexual offences bills mainly to do with minors and adult human traffiking.

But bottom line if the girl is not being forced into the sex trade and is there to make a living willingly then it is ok.
