I'd do what I done back in the day when I ran a special interest forum (couple of thousand members, core of 40-50 reg posters - Facebook groups killed it off around when it killed of many forums on mainstream subjects).
Have a sticky listing what usernames post from the same IP.
Yeah, even back then pre ISP level NAT it was never a guarantee it was the same person but it was fun as hell and cut down on a ton of troll accounts (same style of writing plus same IP let people make up their own minds). Never would actually post IPs though, that shits not on.
