There is an old legal precedent that offering services is still prostitution, even if the girl is a scam and she has no intention of giving service. Service, under the same precedent, is masturbating her client, letting her client watch her masturbate etc. I would suspect that the new law would follow this precedent.

So, short answer is probably NO.

I can't do this by myself obviously.

But if the people of this country were to develop the moral indignation required to tell the government to mind its own business because it is not their job to regulate people's private lives, it could be done.
