yesnotice they do change their rates very regularly and this suppose give them the opportunity to do it on the quiet

There's that.

I'd say there's also the chance that the rates vary with how busy they are. You could be lucky and catch her while she's quite, you could be unlucky.

I'd also think that some ladies don't want it to be public knowledge if they drop their rates. Given some of the outrageous behaviour I've seen on these boards in the past I can't blame them.
