Default Bill to criminalise clients will be published tomorrow

Apologies, to be the bearer of bad news...the bill to criminalise clients will be published tomorrow. It's a sad day.

    http://www.irishtimes.com/news/crime...inet-1.2353975

"New draft legislation on sexual offences which will criminalise those who purchase sex has been approved by the Cabinet.

Minister for Justice Frances Fitzgerald brought the proposed law to the meeting on Wednesday.

The proposed legislation aims to provide greater protections for children from sexual exploitation and updates the law in the area of grooming. While it proposes to criminalise the purchase of sex, it is understood that it will not decriminalise soliciting in public, or sex work in brothels.

The Bill will also contain new and strengthened offences to tackle child pornography.

It provides for a judge at sentencing to include a period of prohibition preventing sex offenders from working with children and vulnerable people. It strengthens the post-release supervision regime and the monitoring of sex offenders.

The Bill also introduces a new harassment order.

These orders may be imposed on people convicted of sexual offences, “prohibiting that person from doing certain specified things which may cause fear, distress or alarm to the victim or his or her family or friends”.

The Bill also corrects an anomaly in law by providing for the alignment of the penalties for an offence committed by either a man or women in cases of incest.

The age of consent will remain at 17 in the Bill.

The heads of the Bill were published in November. The Criminal Law (Sexual Offences) Bill is expected to be published on Thursday."

Ah well.. it was a fun party while it lasted. Now it'll all go underground and get nasty and dangerous. Well done gov.ie another batched job from a batched backward people. Does publishing it mean it becomes part of law from tomorrow or do we wait another wee while for it to get the rubber stamp?
I'd love to know the REAL stats behind prostitution in this country. I genuinely believe that all the women I've met here are independent and doing this entirely of their own free will. Am I being conveniently naive? I'd be totally ashamed and curl up and die if I ever thought any of the girls were being trafficked.

A guy caught under this new law will be entered onto what is commonly known as the "sex offenders register" or not?
(Im curious if when caught it is a proposed court appearance/fine....or does it allow for the person to be listed on some database alongside paedophiles / rapists etc?)

Not scare mongering, but there has been a lot more talk recently about the right for people to have access to info if there is a "sex offender" in their area......so if the law allows for you to be entered onto a similar list its game over!

I know if you were caught with someone underage/trafficked there could be different charges brought....but if you are caught with someone who is none of the above what is the story?

I reckon if you get caught breaking this law you'll be a registered sex offender.
Basically it would appear Ruhama want everyone who has sex outside of marriage and not strictly for the purposes of pro-creation to be a listed sex offender, and Ruhama have the govs ear 100% due to a severe lack of voice on the other side of the argument for obvious reasons.

I'm all for stamping out trafficking and child sexual abuse. If it happens then punish everyone. Lock them up, the web site owners, the traffickers and the punters and put them on a list.
However, anything that happens between two consenting adults is none of the govs f'ing business and Ruhama can go f*ck themselves. It's lazy, church goer appeasing law making at its finest.
It's all harping back to the good old sexual oppression days if you ask me.

With that all said... if it does become law, I will be adhering to it. Just because I disagree with the law doesn't mean I can break it.

    That's what needs clarifying
As am I and everyone else im sure.........but if hooking up with someone who isn't underage/trafficked can see you being entered on a list alongside traffickers or paedophiles then they may get what they crave (the lawmakers)

I'm just totally confused as to how they can enforce it to be honest. Say for example I go to see a girl for a massage say, and we exchange cash... I get my massage, the girl gets frisky and next thing you know we're having hot sweaty sex on the massage table ... then in the shower.... then on the floor... then on the couch.... mmmmmmmmmmmmm... sweaty sex.....
OOPS Sorry having a Homerism.... anyway.... is the above illegal? Whole thing is just woefully stupid.

I know they haven't done much in the north since the law was introduced, but it doesn't answer the question about how the law sees/treats you in comparison with other sex related crimes if you are unlucky enough to find yourself as one of the test cases they surely will bring at some stage.

I never understand this view. There are plenty of "laws" out there that should never have been made law in the 1st place. Just to take an example, if all sex outside marriage was outlawed, would you obey that just because it's a "law"? Or an even more ridiculous example, if it was made law that you had to castrate yourself, would you be okay with that? "Laws" are only good in so far as they benefit people, this one benefits no one.

Anyway me... I'll have no problem breaking it when it comes into effect. It's accomplished jack shit thus far in the North anyway.

Usually there is a 6 month wait after proposal before a law is enforced I think.
