how can they produce any proof to apply this fine?
Hard to know given the discrete nature of how an escort visit works. They really can't unless they can either listen to the phone calls or barge in unannounced into the respective apartment/hotel room.
That's the thing that really makes it fall flat on its face, and likely an epic failure before it even gets started. It's why I'm really not worried.
