I think you might have cookies disabled (or use private browsing or something). Website seems to set cookie name:"_bouncer" with value=1 available to all domain valid for a month.
After I changed value to 0, window pop ups again on next page. So check your cookies settings or do you use some privacy add-ons to your browser.
mobile website pops up windows more often, don't know why.

Just an idea, information could be stored in session if cannot set cookie. Something like:$_SESSION["_bouncer"] = "1"; setcookie('_bouncer','1', time() + (86400 * 30), "/");
and check: if(!isset($_COOKIE['_bouncer']) || !isset($_SESSION["_bouncer"])){ //pop up window}.
That should solve the problem for people with cookies disabled till they close window. Excuse my language, I don't speak fluent php ;-)

By the way, my account was deleted. Had to create new one. Wouldn't mind few pop-ups.
