I don't think you can decide to have a fetish but you can discover you like something. It would be something that probably happened many years ago possibly in childhood or adolescence which you may not have even been aware of. This then can progress from here. I have had a foot fetish for as long as I can remember but this now has progressed to me becoming a 24/7 beck and call slave. My original fetish has developed into a monster as now I will do anything my mistress asks. The things I now do or endure for my Mistress were not always things I liked. But now my mistress has trained me to like them to the point where I want them to the extreme (well as much as I can take and in fact I want it to go beyond what I can take), so although it's not my original fetish I have developed a liking for other things.
I put my foot fetish down to submissive behaviour (probably my real fetish) and everything else is also linked to that. I endure all the pain and humiliation to prove my submission to my mistress and how she decides that has made me like things I didn't before and probably still don't like but I like the act of submission in enduring these things.

Actually is very common and we all have some fetish lifelong.
It's not something you choose, simply an object or a situation trigger
sexual arousal.

I learned about my fetishes through sexual experience, mostly in relationship.
It was something that I got into as I went along, and I guess because the unusual and demanding nature on the female side I was a little put off by this "weird" urge. As I went along however I learnt that everybody has their thing and it is up to the individual to find another person that would match or come close to your fetish expectations.
Matter is very intimate however, since fetish is deemed as something that is not in the conventions of regular sexual relationship/ intercourse.

Interesting observation. I think domination is a general term that covers a lot of fetishes. Not sure what you want to do with the tongue so I can't comment on your fetish and how it is to be performed, it may fall into the domination category even though it may not really be. Like foot fetish doesn't have to mean domination it's just it the love of feet, but it usually leads to domination of some sort. Call it a gateway fetish, it was for me anyway. I wish you well in finding someone who can satisfy your need.
