As in the North, bill doesn’t decriminalise anything it just makes it an offence to pay for sexual services.

Person actually running the brothel would no doubt be far away with no evidence at the brothel linking him/her to the crime. Two women working together is an easy collar for the shades. Usually a fine, confiscation of money and deportation would be the punishment handed down for this 'crime'

How do you know what the situation was unless you were there.
I posted on a thread where a poster said he visited a girl in Monaghan who seemed scared of the other girl she was sharing with but I can't find the thread.
