So the pm would have to be reported as a threat before they will read or are able to read it ??

The mods can see all reported pms that are reported from private messages just in the same way as they will see reported posts from the forums. Managers can get access to everything on the site as they are more administrators as much as mods. Bottom line is dont give them a reason to have to do this and they wont bother.
