I have heard this being proposed but not directly in conjunction with the proposed new sex worker and sex work hating law! Mind you it was unanimously recommended by the very serious psychiatric cases who were on the joint Oireachtas Committee on prostitution law reform to criminalize anybody downloading an escort related site such as EI with a child rapist downloading child porn, so I suppose they may chance this madness also!
I'm not sure the Pigz are very gung ho about the new anti sex worker and anti sex work law, but they would cream thier redneck shitty arse trousers over the notion of forcing all sim card buyers to be registered as this is the type of infringement on basic civil liberties, which fascist scum love!
I don't know of any developed country where such a nutter requirement exists, even in Germanic nations where they love their rules and regs!
There are supposedly issues in Irish and UK law with phone tapping etc (the barriers are far higher than in Swedish law!) and for a crime with a fine at the lowest level, which this will be, the Fascist scum couldn't possibly get away with it!

Even if this does come to pass, it is very easy to get sims and phones through the likes of ebay . In fact it might be a service that someone here might start providing. Where is the likes of yamser when you need something shady done?

When you use a network for any phone,they can identify that phone and where it was used.
