Ya. You are right. It isn't about attraction. Most girls spend no small amount of time trying to minimise risk at work. that was just one example used, she could have used many more and usually if she says she busy as an excuse, you can usually judge her tone on whether she's really wants to see you. I would just leave it and ring another.
