My cat is awesome so I can't imagine why anyone would be rude to him and I wouldn't appreciate it but some people are just not animal lovers, that doesn't mean they are bad people either. I'm a bit particular about dogs, I've no time for those small yappy ones that seem to soak up a level of assholery from their owners. If I don't feel comfortable around somebody else's dog I usually don't feel comfortable around them. But I've also liked other people's dogs and at the same time wanted to strangle their owner.
There's no blanket rules here as animals don't all have the same personality.
