Not my experience...I found it quite open. Just walk up the main street in Old Town Bucharest, you'll get lots of flyers of where to go if you want. I didn't indulge at the time, but don't expect any GFE

-they operate in grous of three or more and move effectively mini brothels around the country depending on demand etc.
