Walter Raleigh has been credited with bringing potatoes and tobacco back to Britain, but both of these were already known via the Spanish. Raleigh did, however, help to make smoking popular at court. This was in the sixteenth century. Raleigh had extensive estates in Ireland, and so smoking became popular here.
Once established, the habit is hard to break. That is one reason, pressure from those addicted.
The other reason, the biggest reason, is pressure from the sellers of tobacco, to maintain their profits.
Government revenue from tobacco, in the form of taxes, is not a reason because the cost to the economy from smoking is more than the taxes the government receives.

why is this allowed?

Money of course, smokers and drinkers contribute more to the exchequer paying taxes when fueling their habit, also they tend to die younger before even collecting their pensions sometime.
