It's entirely LEGAL to work for a brothel or agency - it's entirely ILLEGAL to be involved in the management of a brothel or control the activities of a prostitute.
It's entirely LEGAL to work alone on an apartment - it's ILLEGAL to rent out a room, it then becomes a brothel whether there are two girls there at the same time or one in subsequent days or weeks. If she refuses to be, she may be charged alongside with management of a brothel.

It is illegal to advertise sexual services, ie prostitution, in Ireland. This was because of a media and political outcry over the infamous InDublin magazine in 1994,
