I think that the policy should be , one escort, one profile, one phone. It does not matter if a receptionist answers, provided she is answering that escorts phone only on behalf of that escort. The difference for me is that an agency will try selling you different girls if the one advertised is not available. For this reason, I think that it is important that both profiles and photos be reasonably accurate. E-I should have a database of escort phone numbers if they do not already have it.
