Might be neither.
She wants to be more like the other girl, to appeal more to the unspecifed third party, but may just be yearning from afar.
It may just be that a woman can admire the beauty of another woman without it being lesbian (1st thing that pops into a lot of male heads) and aspire to be like her-admiration not envy.
