I just thought the pictures she was using were of a girl younger than 18

doesn't matter what age she says she is once the pictures are not illegal..

I've heard of at least one website in another country which requires that escorts intending to advertise with them scan their passport or national i.d. card and email or fax it to them as proof of age.
