The analogy between physical hygiene and moral hygiene is a very well established one. Its an analogy, I don't thing anyone is seriously suggesting that evil people are more likely to wash less.
What seems to me far more interesting about these terms is how women - particularly school girls - champion these abusive terms, in the same way that schoolboys champion abusive terms like 'queer'.
