It comes down to money and the sports cos. Ben johnson was screwed for using yet Lewis used in the same race and got the gold after johnson was screwed. Its simple really. The US best runner was going to be beaten, loose sponserships. If he lost money then the powers that be would. Even top natural shows ,the top guys are using.

Lewis was caught as well but brushed under the carpet by the U.S. As he was their all American hero.
Unless they bring in blood tests then no gold medal can be claimed to be won cleanly.

And then you have all the furore over our own Michelle Smith, who was tried and convicted by the media and the rest because she upset the applecart by putting the american swimmers noses out of joint.Not only did she win in the pool, but she beat the others at their own game ;)
