He says he rang and discussed what services were available . Never said he agreed to make the appointment so how can he submit a review based on a phone call.

I'll look into this one. A review can't be submitted over the price of services over the phone.

I've removed this one. I'm assuming no appointment was made on the basis he wasn't happy with the prices over the phone. If a meet was arranged and the escort failed to turn up, that would have been another story.
