I don't think the policy has changed. I think one of the mods explained a while ago that the deletion of previous reviews was not automatic - the mod who approves a review removes the previous one. I think the new site makes it harder for them to notice that it is a repeat.

before if you submitted a negative review for an escort and saw her again and now left a positive review, the positive review would then cancel out the previous negative review and vice versa . All a balls now.
