Is there a scene in Dubai?
Or is the request likely to facilitate an introduction to Mr Scimitar?

Will be there for a night or two en route to the far east.

every single bar has at least few ladies, some more than others, some better looking than others.
the majority would be philipino, and eastern european, but others are also available.
all bars and pubs are located in hotels, and the quality of the ladies makes a significant difference in revenue taking.Under a puritan curtain , it is all hypocrisy.
Just be discreet, don't get drunk in public and don't get caught.
